Each of these bodies carries responsibilities, memory, and authority that arise from ayaawx. Their roles continue regardless of Assembly participation.

Gathering at a national level does not dissolve local jurisdiction. Representation does not transfer ownership of authority.

Limits

The Assembly cannot absorb, override, or substitute for house or clan governance. Elders retain their interpretive role within law.
