When authority is misused, responsibility may be rebalanced.

Under Ayaawx, authority is conditional.
It exists only so long as responsibilities are upheld.

Rebalancing occurs when:

* A crest holder fails to meet duties of care, restraint, or accountability.
* Authority is exercised without consent or witness recognition.
* Harm is caused to people, land, or lawful process.
* Trust between the House and the authority carrier is broken.

Rebalancing responsibility does not erase the crest.
It adjusts who may lawfully carry its authority.

Lawful rebalancing may include:

* Transfer of specific responsibilities to other House members.
* Increased witness oversight.
* Requirement of restoration before authority is resumed.
